Today, Premier John Hogan, KC, released the Liberal Party of Newfoundland and Labrador’s fully costed election platform: Our Plan for Newfoundland and Labrador.
The platform includes several key priority areas including Starting a New Chapter with Churchill Falls; Protecting Your Health, Your Community and Your Wallet; Building and Educating Our Province; and Strengthening Our Society and Our Values.
These priorities include several commitments made during the course of the campaign that respond to the priorities of Newfoundlanders and Labradorians, including:
- A new, fair deal to replace the 1969 Churchill Falls deal, that will bring $225 Billion in new direct revenue and 10,000 jobs
- A 10% Tax Cut on Your Monthly Power Bill by removing the provincial portion of HST from all residential electricity bills in the province.
- Making the 50% provincial fuel tax cut permanent, saving residents 8 cents a litre every time they fill up; and maintaining the $500 Home Heating Supplement.
- More support for Seniors by increasing income thresholds for the Seniors’ Benefit by 10%; doubling the Aging Well at Home Grant and the Caregiver Benefits, and creating travelling Seniors Navigator Teams.
- Expanding Primary Care with the creation of 10 Mobile Primary Care Teams across rural NL; and an additional 14 Family Care Teams to connect 155,000 residents to primary health care.
- Recruiting and Retaining Doctors and Nurses with signing bonuses and incentives; a new Crown Corporation to oversee recruitment, retention and training; and tuition rebates and guaranteed full-time jobs for nursing graduates.
- Safer Communities with 90 more RNC and 30 RCMP officers for rural and urban communities, and tougher enforcement of bail and court conditions.
- Free School Supplies for all K-6 students by 2026; and expanding the School Lunch Program to all Pre-Kindergarten to Grade 9 by 2027.
- New Road Access for Paradise and Transit Upgrades with the construction of a new interchange on the Outer Ring Road; and a new Integrated Public Transit Plan for the Northeast Avalon.
- Wildfire Preparedness and Volunteer Support by adding new resources; doubling the Firefighter and Search and Rescue Tax Credit; Standardized Compensation and new Protective Equipment and Training
- Making Healthy Food More Accessible through grants for households to have greenhouses; more money for community gardens; and increased funding for groups and food banks.
- Fixing Crown Lands to simplify and speed up processes.
- A Major Projects Office to Boost Jobs and Growth with streamlined coordination and cutting red tape.
- New Support for Technology and Defence Sectors with a new Technology & Innovation Strategy; and creating a Breakthrough Taskforce on Defence and Arctic Opportunities.
- The Churchill Transformation Readiness Strategy to prepare Labrador communities for the social and economic impacts arising from the Churchill Falls MOU.
Our Plan for Newfoundland and Labrador also includes additional measures to support housing, education and our unique culture and identity. These include:
- Hiring an additional 100 education resources, including teachers and student assistants across the Province over the next two years.
- Supporting students from rural areas attending Memorial University and the College of the North Atlantic by introducing a One-Time Moving Allowance of up to $500 per student to assist with moving costs and getting settled into their new homes.
- Expanding the Physical Activity Tax Credit to become the Healthy Living Tax Credit, which will expand eligibility to include additional programs for well-being such as music, dance, visual art, STEM, and life skills programs.
- New measures to support affordable housing including modifying the First-Time Homebuyers Program so more residents can qualify; new regulations for developers; maintaining the Transitional Housing Initiative; and creating a new Homelessness Taskforce.
- Increasing the Cultural Events Fund from $70,000 to $250,000 so more communities can access much-needed funds to celebrate their community and history.
- Creating a new Provincial Cultural Policy and providing support of $100,000 to the St. John’s Folk Festival to ensure this cultural institution can celebrate its 50th anniversary in 2026.
- Supporting Our Youth by doubling funding for the Grants to Youth Organizations to a total of $552,000, allowing more youth organizations to access the funds they need.
- Supporting Our Royal Canadian Legion Branches and honouring the legacy of our Veterans by introducing the Legion Maintenance Allowance, providing 20 annual grants of up to $25,000 per year to Legion Branches for critical maintenance, repairs and upgrades.
